Documentation of Enhancements that Affect NetMail in 17.2A

(1) Can log on locally anytime by including "LOCAL" in command line.
The LOCAL causes node to go into Local Workstation mode as if
comm port was 0, overriding whatever is in config.
This allows you to easily log on locally after exiting a front
end driver like Binkley. E.g. "RBBS-PC 1 LOCAL".
(2) Private mail to person not in user file now permitted. Only
get a warning.
This puts RBBS in a position to support private NetMail.
(3) Reply function now supports quoting the message you are replying
to. Puts "< " in front of each line. If necessary, it will
adjust the message lines to make room for the extra two characters
so that right margin is not exceeded by intelligently word wrapping
as if margin was smaller before adding the characters.
(4) Message D)elete function now supports deleting a block of lines
(e.g. "d 5 8" deletes lines 5 thru 8).
(5) Message line suppression. Message lines beginning with ascii 1 or
a configurable string (option 158) will not be displayed. Default
string is "SEEN-BY: ".
